Background

The position of finance director was established in April of 1999. The finance director, under the direction of the city administrator, is responsible for the overall coordination and implementation of the financial and management information systems, and property management operations of the city.

Services & Programs

The finance director formulates recommendations to the city administrator, regarding fiscal policy, long-range financial planning and purchasing a policy. This position also:

  • Prepares the city's annual operating budget in conjunction with the city administrator and management team
  • Directs and supervises all accounting and financial management of the general operating fund, utility funds, grant accounting, and other accounts according to approved fiscal policies
  • Coordinates cash forecasting and management functions
  • Administers the long and short-term investments of city funds

The director of finance acts as the liaison with the city's independent auditor.

Accounts Payable/City Collector

The City Collector is responsible for a number of duties related to the accounts payable function of the finance department as well as the issuance of business licenses to qualified applicants.

The collector receives, posts and issues periodic reports on the payment of taxes, permits, licenses, and various other fees throughout the city. This position also reviews invoices, processes payments and check requests, and maintains the appropriate federal forms.

The collector is also a resource for business people within the community, as she provides advice on requirements to obtain a business license, collects fees and issues these documents to qualified applicants. Billing Personnel

The Utility Billing Department is responsible for the billing of the electric, water, sewer, and trash for the City of Harrisonville on a monthly basis.

There are two full-time and one part-time accounting clerks that take care of these responsibilities and field inquiries from customers. A full-time Customer Service Specialist assists the Utility Billing Department along with assisting inquiries of residents and visitors to the city.

Systems Administrator

The position for the systems administrator was established in January 2002. The systems administrator, under the direction of the finance director, is responsible for the technical support in the installation, maintenance, operation, repair, and replacement of all computer, network and associated equipment, operating systems, and software programs.
